The WISSOTA Promoters Association was founded in 1981 by eight track promoters in Wisconsin and Minnesota, with intent to offer uniform rules for the convenience of promoters and drivers involved in the Late Model division.

The track promoters met annually, at the end of each race season, to evaluate their program. Within two years, several more promoters took interest in WISSOTA. The introduction of the Modified class at many facilities made the need for uniformity among their participants apparent as well. In 1984 a voluntary steering committee was formed to oversee the business aspects that developed and to guide the future of the two divisions with respect to promoters' requirements. That steering committee evolved into a board of directors, and WISSOTA became incorporated in 1986.

Several members of that original steering committee still serve on the WISSOTA Board of Directors, which is elected at the annual meeting by the WISSOTA promoters.The WISSOTA program has expanded each year and in 1998 involves nearly 60 promoters and race tracks in Wisconsin, Minnesota, North Dakota, South Dakota, Montana, Wyoming, and Canada presenting weekly WISSOTA sanctioned programs.

WISSOTA tracks host approximately 3 million spectators at over 800 sanctioned events and award an estimated $3.5 million in prize offerings to participants annually. Driver participation has increased each year as well. Current divisions sanctioned include Street Stocks, Mod Fours, Super Stocks, Modifieds, Late Models and Sprint Cars.Currently over 2,200 drivers are licensed through WISSOTA for competition at sanctioned tracks.
